Course overview

What is the Security Basic Licensing Unit Course?

The Basic Licensing Units are the foundation of Singapore’s Progressive Wage Model (PWM) pathway for security officers. Developed to meet PLRD regulatory standards, the three modules cover the core competencies every officer needs on the job: guarding and patrol, recognising security threats, and responding to incidents.

Together they form a complete entry-level qualification. Unless officially exempted by PLRD, all three Basic Licensing Units are mandatory to obtain a Security Officer licence in Singapore. Once you complete all three and pass the POLWEL assessments, you can apply for your Security Officer licence and begin a stable, structured career with guaranteed wage progression under the PWM.

What you'll be able to do by the end of each course

The pathway is made up of three Basic Licensing Units, each a standalone WSQ module with its own POLWEL assessment. Here’s what each module qualifies you to do.

Provide Guard and Patrol Services & Operate Basic Security Equipment (Guard, Patrol & Access Control)

Prepare work activities, operate access control systems, perform static guard duty, handle telephone calls and lost-and-found property, patrol premises, operate alarm monitoring equipment, make reports, and hand over duties.

Recognise Terrorist Threats (Threat Observation)

Describe contemporary terrorist threats, and identify person-borne, vehicle-borne, and object-based threats.

Handle Security Incidents and Services (Incident Response)

Contain damage to facilities and equipment, handle fire, medical, and bomb/IED incidents, manage suspicious behaviour and crime-related incidents, search, apprehend and arrest suspects, and give evidence in court.

This course is open to all working-age adults. You’ll need basic English and numeracy at workplace literacy level 1 to follow the materials and complete the assessment.

💡 What is SkillsFuture Credit and how do I use it?

SkillsFuture Credit is a government top-up given to every Singapore Citizen aged 25 and above to pay for approved skills courses. All Singaporeans aged 25 and above receive a $500 opening SkillsFuture Credit, and Singaporeans aged 40 and above receive an additional $4,000 Mid-Career SkillsFuture Credit. You can use your SkillsFuture Credit to offset the remaining fee after the SSG subsidy — often reducing what you pay out of pocket to as little as zero. Credits are applied after the SSG subsidy, and our team will guide you through the claim when you register. You can check your balance anytime at myskillsfuture.gov.sg.

💡 What other funding can I use?

Beyond SkillsFuture Credit, you may be able to offset fees using your PSEA (Post-Secondary Education Account) funds, or NTUC UTAP if you’re a union member. These can be combined with the SSG subsidy to further lower your cost.

The BLU (Basic Licensing Units) course is the compulsory WSQ training every aspiring security officer in Singapore must complete to apply for a Security Officer licence. It consists of three modules — Provide Guard and Patrol Services & Operate Basic Security Equipment, Recognise Terrorist Threats, and Handle Security Incidents and Services. Unless you are exempted by the Police Licensing and Regulatory Department (PLRD), all three are mandatory before you can work legally as a security officer.

 To become a security officer in Singapore, you complete the three Basic Licensing Units (BLUs), pass each POLWEL-conducted assessment, and then apply for your Security Officer licence through PLRD. After your licence is approved, you can be deployed by a licensed security agency or an in-house employer. No prior security experience is needed to start — the BLU course is designed for first-time entrants.

Yes — all three Basic Licensing Units are compulsory to obtain your Security Officer licence, unless you are officially exempted by PLRD. Each module is assessed separately and earns its own WSQ Statement of Attainment, and you'll need all three to complete your licence application.

The full BLU course takes 8 training days in total across the three modules, with each module ending in a POLWEL assessment. Most learners complete all three within one to two weeks, depending on the intake schedule they choose. You can spread the modules across different intakes to fit around work or other commitments.

Each BLU module is priced separately, with full fees ranging from $418.34 to $436.00 before subsidy. After SSG funding, Singapore Citizens aged 40 and above pay from $149.68 per module, and Singapore Citizens and PRs aged 21 and above pay from $226.44 per module. You can further offset the remaining fees with SkillsFuture Credit, PSEA, or NTUC UTAP.

Foreigners can attend the BLU course, but obtaining a Security Officer licence depends on your work pass eligibility. Singapore Citizens and Permanent Residents qualify directly, while foreigners must hold a valid work pass that permits employment in the security sector. We recommend confirming your eligibility with PLRD before enrolling.

You are eligible if you are at least 18 years old, have a secondary school qualification or higher, and can listen, read, write and speak English at WPLN Level 1 or equivalent. The course is open to Singapore Citizens, PRs, and Foreigners. Applicants who don't meet these requirements may attend an in-house interview for eligibility assessment.

Security officer salaries in Singapore follow the Progressive Wage Model (PWM), which sets guaranteed minimum wages that rise with rank and experience. Officers progress along a five-rung ladder — Security Officer, Senior Security Officer, Security Supervisor, Senior Security Supervisor, and Chief Security Officer — with full-time basic monthly pay scheduled to increase year on year through 2028. Completing the BLUs is the entry point to this wage ladder.

You'll receive a WSQ Statement of Attainment (SOA) issued by SkillsFuture Singapore for each module you pass — three in total. These nationally-recognised certificates form the training qualification required for your PLRD Security Officer licence application and are stored permanently in your MySkillsFuture portal.

After completing all three BLU modules, you apply for your Security Officer licence through PLRD, and once approved you'll receive your Security ID card.
