Course overview
The Basic Licensing Units are the foundation of Singapore’s Progressive Wage Model (PWM) pathway for security officers. Developed to meet PLRD regulatory standards, the three modules cover the core competencies every officer needs on the job: guarding and patrol, recognising security threats, and responding to incidents.
Together they form a complete entry-level qualification. Unless officially exempted by PLRD, all three Basic Licensing Units are mandatory to obtain a Security Officer licence in Singapore. Once you complete all three and pass the POLWEL assessments, you can apply for your Security Officer licence and begin a stable, structured career with guaranteed wage progression under the PWM.
The Security Progressive Wage Model, developed by the Security Tripartite Cluster (STC), ties your wages to your skills and rank — so as you train and progress, your guaranteed minimum wage rises with you. Officers follow a clear five-rung career ladder:
Security Officer (SO) → Senior Security Officer (SSO) → Security Supervisor (SS) → Senior Security Supervisor (SSS) → Chief Security Officer (CSO)

The pathway is made up of three Basic Licensing Units, each a standalone WSQ module with its own POLWEL assessment. Here’s what each module qualifies you to do.
Prepare work activities, operate access control systems, perform static guard duty, handle telephone calls and lost-and-found property, patrol premises, operate alarm monitoring equipment, make reports, and hand over duties.
Describe contemporary terrorist threats, and identify person-borne, vehicle-borne, and object-based threats.
Contain damage to facilities and equipment, handle fire, medical, and bomb/IED incidents, manage suspicious behaviour and crime-related incidents, search, apprehend and arrest suspects, and give evidence in court.

The SkillsFuture Singapore (SSG) subsidy covers up to 70% of the course fee for eligible learners. Singapore Citizens aged 40 and above receive the highest subsidy tier (the Mid-Career Enhanced Subsidy), while Singapore Citizens and PRs aged 21 and above receive the baseline funding.

SkillsFuture Credit is a government top-up given to every Singapore Citizen aged 25 and above to pay for approved skills courses. All Singaporeans aged 25 and above receive a $500 opening SkillsFuture Credit, and Singaporeans aged 40 and above receive an additional $4,000 Mid-Career SkillsFuture Credit. You can use your SkillsFuture Credit to offset the remaining fee after the SSG subsidy — often reducing what you pay out of pocket to as little as zero. Credits are applied after the SSG subsidy, and our team will guide you through the claim when you register. You can check your balance anytime at myskillsfuture.gov.sg.
Beyond SkillsFuture Credit, you may be able to offset fees using your PSEA (Post-Secondary Education Account) funds, or NTUC UTAP if you’re a union member. These can be combined with the SSG subsidy to further lower your cost.

Each Basic Licensing Unit runs across 2 to 3 days, with classes from 8:30am to 6:30pm, with each module ending in a POLWEL assessment on its final day. Course Module 1 (PGPS&OBSE) and Module 3 (HSIS) run over 3 days each, while Course Module 2 (RTT) runs over 2 days. What you'll earn
On passing each module’s assessment, you’ll receive a WSQ Statement of Attainment issued by SkillsFuture Singapore. Together, the three SOAs form the training qualification required for your Security Officer licence application.

Foreigners can attend the BLU course, but obtaining a Security Officer licence depends on your work pass eligibility. Singapore Citizens and Permanent Residents qualify directly, while foreigners must hold a valid work pass that permits employment in the security sector. We recommend confirming your eligibility with PLRD before enrolling.
You are eligible if you are at least 18 years old, have a secondary school qualification or higher, and can listen, read, write and speak English at WPLN Level 1 or equivalent. The course is open to Singapore Citizens, PRs, and Foreigners. Applicants who don't meet these requirements may attend an in-house interview for eligibility assessment.
Security officer salaries in Singapore follow the Progressive Wage Model (PWM), which sets guaranteed minimum wages that rise with rank and experience.
